Message Can't install ArcGIS Desktop on Windows 7 x86 PC with Visual Studio installed. After install "installed updates" or "activate/deactivate windows" features of the OS are gone. And I can't install other software. And there is an event 7023 raised by Service Control Manager in system log (Not enough resources).
As far as I know, 9.3.1 works fine with Windows 7 (am I wrong?).
I have 9.3.1 msp, but it doesn't help, system is already half-dead after installing 9.3.
Is it possible to somehow install ArcGIS 9.3? To fix crashed Windows 7? Or the only way is to get ArcGIS 9.3.1 CD and reinstall windows 7?

We (ESRI) have successfully installed 9.3.1 on Windows 7, we tried to reproduce your experience and could not. We can install 9.3.1 on windows 7 with Visual Studio also installed. Any more information that might help troubleshoot your scenario would be appreciated.

Message Question for ESRI. Is Windows 7 similar enough to Vista that ESRI is supporting it or will everything need to be recertified once Windows 7 is officially released.

Message I have spend a lot of time trying to find out, but I still don't understand what is going on.

Sometimes it happens after ArcGIS Desktop SDK for the Microsoft .NET Framework installation, 9.3.1 update installation, or any other (!) software - for example MS Office or Windows 7 XP Mode after ArcGIS successfully installed (yes, it happens. So maybe it is not ArcGIS trouble, I really don't know. Pardon me if so).

Still working on it, but for now I can tell only one thing. I have re-installed Windows maybe for a 10 or 12 times, but the result is the same:

"Turn Windows features on or off" list is empty, "View installed updates" list is empty.

In windows system log there are 2 errors:

1. Event 10010, DistributedCOM.
The server {752073A1-23F2-4396-85F0-8FDB879ED0ED} did not register with DCOM within the required timeout.

2. Event 7023, Service Control Manager.
The Windows Modules Installer service terminated with the following error:
Insufficient system resources exist to complete the requested service.

Tried to start Windows Module Installer service manually, but there is an error - Insufficient system resources exist to complete the requested service.

It looks like it just cannot run Trusted Installer anymore.

I am still trying to make it work.

Message Yes, I have already posted on technet. And I will post here, if the solution will be found.
Don't know what to think - if you can't reproduce my experience. Then looks like it is some kind of hardware issue. I'll try to install on other PC. If the result will be the same - don't know, maybe I should post a list a trial software with download links that I use? Maybe it can help, maybe we use different versions, I don't know.

Message I received the same error message (1935) when I tried to update to 9.3.1 on a Windows 7 Ultimate RC. My Windows installation is on a new drive; I do not have Visual Studio (or any other MS software) installed yet. 9.3 installed & seems to be working ok. I will be interested to hear if you solve this problem.

Message Had same issue with Windows 7 Enterprise. Was able to fix by installing Microsoft Visual C++ 2008 Redistributable Package (x86)(http://www.microsoft.com/downloads/details.aspx?FamilyID=9b2da534-3e03-4391-8a4d-074b9f2bc1bf&displaylang=en). Good luck.

Message The link above didn't work for me either other than point out that this seems to be a MS issue rather than ESRI. Searching the web has this issue popping up in a number of places with OSs from XP on. I did find that there is an updated version of vcredist.exe (SP1) available at http://www.microsoft.com/downloads/details.aspx?familyid=A5C84275-3B97-4AB7-A40D-3802B2AF5FC2&displaylang=en. One poster claimed this solved the issue when the older version did not. I haven't had a chance to try this version, but I will post back after I've tried it.

A complicating issue is that when the install fails, the installer attemps to rollback the installation, but this hangs and (sometimes) evenually yields a 1704 error. I found a tool, Error 1704 Cleanup Utility 2.0, which seems to solve this part of the problem. The tool is available from several download sites.

Good Evening. I ran across this thread this evening and wanted you to know, that this problem DOES exist w/ Windows 7 RTM. I had a perfect time testing the final Windows 7 Beta and the Release Candidate with ArcGIS 9.3.1 (Desktop, Server, and SDE). This weekend I decided to wipe the drive and start fresh. After getting all the updates that were available, and installing most of my software (the same versions installed under the RC), I needed to make a change to my Windows configuration. I went to "Turn Features On and Off" and found it blank. I went to the Event Viewer and had a bunch of DCOM errors relating to the "Windows Modules Installer" failing. Windows Update has quit working as well. This problem looks like an MS problem and NOT an ESRI problem, but I need to look into it a little bit more. Have you seen anything the last couple of days?

Message Hey all,

I've experienced and tested this over and over. I have found that the Windows Modules Installer Service fails after I install some MS products, run some updates, then re-start the machine. I've experience this many times before any ESRI software is installed.
There are fixes posted in different MS forums, but none of them work. I'll post if I find a resolution.

Message Just wanted to follow up my post from last night with a little more information. The problem seems to occur when installing Office 2007. I am still trying to determine which patch/update causes the problem (possibly Office 2007 SP2). So far with Windows 7 RTM will all updates along this Visual Studio 2008, and ArcGIS 9.3.1 there seems to be no problem. But as soon as I put Office 2007 on then the installation mechanism of Windows gets all hosed up. Will post more info when I get more detail.

Message I've found just about the same thing, but have noticed the service breaks prior to install of Office sp2. I've also reproduced the issue before install of office... so not 100% sure there.

Microsoft Support is probably the best bet to resolve this issue.

Message Not to further roil the waters, but I don't have MS Office in my mix. I'm dual booting off a separate hard drive, and I haven't ruled out that my issues are related to that.

Message Okay... Here it is. After 2 new clean installs the problem is Visual Studio 2008 SP 1. Everything functioned great after all installs were completed. As soon as you install the VS SP and reboot, you will be no longer able to use Windows Update or use the "Turn Windows Features On and Off" functionality (and get just a really shaky OS). The problem seems to be with the Visual C++ 2008 Redistributable that is bundled with the SP. I will do a little further checking and let everyone know. For the time being I would NOT install the Service Pack for VS 2008.

I've reproduced this behavior without installing Visual Studio. It seems there is definitely something with the Windows Update and the reboot of the machine.

I believe you may have already see this, but their is another thread on Microsoft's Technet that is also discussing this.

Message After days of trying to figure out the Windows Modules Installer problem that I was having with Windows 7 which started after I installed Visual Studio 2008 SP1 (see previous post above), I have solved my problem!! The problem is with the Microsoft .NET Framework 3.5 but was compounded by a registry issue that keeps the Windows Modules Installer from running and you from being able to repair the problem. This problem can occur when installing other Microsoft products as well such as Office. If you are suffering from
this problem, you will most likely be suffering from one or more of these symptoms listed below. Please be careful when attempting to resolve this issue as you could leave your system in an unusable state when altering the registry. I have simply put this online in the hopes it will save someone some heartburn. :)

Symptoms -

1) When installing applications you receive error messages involving OpenMP and the installation fails with a rollback:

Product: Microsoft Visual C++ 2005 Redistributable -- Error 1935.An error occurred during the installation of assembly
'Microsoft.VC80.OpenMP,type="win32",version="8.0.50727.762",publicKeyToken="1fc8b3b9a1e18e3b",processorArchitecture="x86"'. Please refer to Help and Support for more information. HRESULT: 0x800736FD. assembly interface: IAssemblyCacheItem, function: Commit, component: {1E507087-0819-45E0-A01F-C8B3B9A1E18E}


2) Installing applications or trying to run Windows Update causes the following entries to be added to the System log in Event Viewer:

The server {752073A1-23F2-4396-85F0-8FDB879ED0ED} did not register with DCOM within the required timeout.

The Windows Modules Installer service terminated with the following error: Insufficient system resources exist to complete the requested service.

Application popup: Windows - Low On Registry Space : The system has reached the maximum size allowed for the system part of the registry. Additional storage requests will be ignored.


3) When trying to make changes to your Windows configuration the "Turn Windows Features On and Off" dialog box is empty.


4) Open the %windir%\logs\cbs directory and the cbs.log file. Look for failures concerning the TrustedInstaller initialization. The error might look something like this:

Test -

If you are having one or more of the symptoms listed above, one or more of following tests should fail to confirm the problem:

1) Run the .NET Framework Setup Verification Tool (http://blogs.msdn.com/astebner/pages/8999004.aspx). You should have 3 Frameworks listed (2.0 SP2, 3.0 SP2, and 3.5 SP1).

Validate each one starting with 2.0 SP2, then 3.0 SP2, and lastly 3.5 SP1. The only one that should fail validation is 3.5 SP1.


2) As a Administrator open a Command Prompt and run "SFC /SCANNOW". You should receive a failure regarding the Windows Resource Monitor.

Resolution -

1) If you are receiving the "Low Registry Space" error, set the Registry Size Limit to "unlimited":

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control
Key: RegistrySizeLimit
Type: REG_DWORD
Value: 0xffffff (4294967295)


2) Reboot

3) As a Administrator open a Command Prompt and run "SFC /SCANNOW". The command should complete successfully and if any errors were found, they should be corrected.

Yes, the problem was in the registry size limit. Most probably because both VS and ArcGIS writes a lot to the registry.
The only thing I want to correct is the maximum number of "f" in hex-value, it's 8: 0xffffffff.

According to Jim Tochterman method I successfully resolved the problem that cannot install Visual studio on Windows 7 . This problem has troubled me one all day. thanks very much.

Message Thanks for all the helpful work. This being the first time I have done a registry modification like this, I think it might helpful to say the Value data should be entered as "ffffffff" which results in the data column saying "0xffffffff (4294967295)".

Message That key should have already been there. By default, if there is no key value set or is an invalid value, the memory allocated will be 80% of the paged pool memory. Glad to hear it worked for you, I know I was frustrated for a number of days until I got it figured out. All is right in the world now!! :)

Message Different symptoms, but, fix seems to be working. No popups indicating registry problems. Only messages in System log. But, the messages were clear that the registry was low on space. Also, "sfc /sscannow" did not reveal any problems.

Message A Windows 7 Enterprise 64-bit machine I am using did not had these problems and it also does not have a RegistrySizeLimit in the registry even after ArcGIS 9.3.1.

Message I have had this issue on every Windows 7 computer I upgraded to 9.3.1, both 32-bit and 64-bit. I now apply the registry fix automatically after installing 9.3. It saves time, and I have had no further occurrence of this problem.

Message The same problem but with PLTS foundation 9.3.1 installation, on Windows 7 OS.
The RegistrySizeLimit key modification worked for me.

Message To provide a later post... Just installed Windows 7 and I was having problems with windows update. I searched the problem and error codes (specifically 800705AA, hmmm Insufficient Resources but no mention of the registry, 8007371C and 80071A30) for two days until I found this registry fix. There are lots of problems with no solutions out there.

Message I have been struggling with this for weeks to the point where I tested after every software install. I had finally pinned it down to ArcGIS. Then I found this thread, made the fix and now Win7 is functioning again.

Thanks Jim your pain was felt by many here it seems. But you figured it out.

Message I have a problem. After installing Windows 7 and ArcGis Desktop 9.3 SP1 some ArcToolBox features disappeared.

Message I had the same problem today and thanks to the excellent thread and combined brainpower, I minimized my pain to a single morning. For the record, I was installing 9.3.1 on Windows 7 Ultimate with MS Office. But I did not have Visual Studio installed. The alteration of the Registry Key max size to ffffffff did the trick even though the SFC scan was not able to run. Jim, if you are ever at the UC, I'll buy you a beer!
