Message You could also open the normal.mxt as a template when opening up ArcMap 9.3.

1. Save the 9.1 Normal.mxt to C:temp\
2. Open 9.1 Normal.mxt in ArcMap 9.3 as template, save as template to C:\temp, name it something different than Normal.mxt
3. Go to the ArcMap default directory for the Normal.mxt copy and paste the mxt you just created into that directory
4. Rename your Normal.mxt, do not delete!
5. Rename the mxt you just pasted into the directory to Normal.mxt.

Open ArcMap, hope this helps!
